Change orders would hike 2016 Washington County paving contract

An Allegheny County-based contractor is asking for $145,942.67 in change orders on top of a $1,122,597.60 group pact for paving work on five jobs, including Mingo Creek Park near Finleyville.

Oakmont-based A. Folino Construction would get $1,268,530.27 for the 2016 Washington County Paving contract if the county board of commissioners approves it at its voting meeting this morning.

Project engineer Vince Ley presented the request on behalf of Washington County Planning Commission Executive Director Lisa L. Cessna at Wednesday’s workshop for agenda items to be considered today.

While Folino cut its total bill for Mingo Creek Park work by $8,027.77, it told the county it needs $165,564.94 more for pavement on the Panhandle Trail that also runs into Allegheny and West Virginia’s Brooke County.

Specific changes in Mingo Creek Park included $4,138.75 more than expected for 3-inch Superpave Asphalt, $1,257.11 more for 1½-inch Superpave Asphalt, but $7,084.35 less for the leveling course and over $6,700 less for some other planned work, including speed bumps, pavement backup and grading, topsoil and seeding.

Panhandle Trail received the lion’s share of the contract awarded to Folino in May, at $868,101.80 before the change orders.

Mingo Creek Park received the next largest amount in the May contract, $115,813.25, with Ballfield Park Road getting $97,319.50, Jefferson Avenue Bridge $21,723.05 and Rankin Road Bridge $19,640.

Pending approval, the final costs will be $1,033,666.74 for Panhandle Trail, $107,785.48 for Mingo Creek Park, $80,454 for Ballfield Park Road, $23,951 for Rankin Road Bridge and $22,673.05 for Jefferson Avenue Bridge.

The commissioners and other county officials serving as the county prison board also met Wednesday and tackled a series of contract requests presented on behalf of Washington County Correctional Facility Warden Edward Strawn by Deputy Warden Donald Waugh.

Waugh’s requests included an extension through Dec. 31, 2017, with an option for 2018, for existing repair and maintenance contracts for commercial hot water heaters and boilers at WCCF with W.G. Tomko Inc. of Finleyville and Scalise Industries of Cecil Township.

Scalise also was awarded an extended contract through 2017, with an option for 2018, for preventative maintenance of WCCF heating, ventilation and air conditioning systems, with “as needed” calls to be made by Scalise and Hayes Mechanical LLC of Export.

Don Greer’s Fashion Floors of Washington received a $49,073 contract for replacement flooring in eight WCCF housing pods, and Lexis Nexis received a three-year contract through Nov. 30, 2019, for legal research for the inmates’ library at $7,272 per year.

Shearer Heating, Air Conditioning and Refrigeration Inc. of Washington was deemed lowest and most responsible and responsive bidder for refrigeration services at $22,511.
