Commissioners approve recreation grant requests totaling more than $21K

WAYNESBURG – Greene County commissioners on March 22 approved eight recreation grant requests totaling $21,450.

The recreation grants are for Greene County municipalities and organizations to construct additional recreational facilities or enhance current recreational facilities. The grants are funded 50-50 and help to provide a start-up fund for projects to gain motivation.

The 2018 grants are awarded to the following:

n Waynesburg Lions Club, $450 for playground equipment.

n Monongahela Township, $3,000 for Mon View Park baseball fence replacement.

n Center Township, $3,000 for playground improvements.

n Wisecarver Softball Complex, $3,000 for phase 1 excavation and land clearing.

n Cumberland Township Parks and Recreation, $3,000 for playground safety and improvements.

n Izaak Walton League, $3,000 for enhancement of recreation in Ten Mile Creek.

n Waynesburg Borough, $3,000 for Meadowlark Park/Fitch Field upgrades.

n Waynesburg Youth Baseball, $3,000 for Emerald Field upgrades.

During the meeting, the commissioners also approved the projected use of funds for the Community Development Block Grant contract. The contract contains four community development and entitlement plans totaling $511,204 over three years.

The breakdown of funding for the entitlement plans includes the following: $84,594 for rehabilitation and delivery costs of eligible owner-occupied housing units in Cumberland Township; $88,918 for a waterline extension along Bedillion Road in Franklin Township; and $68,487 for sewage rehabilitation in Waynesburg Borough.

The fourth project of $177,188, for a non-entitled community, will go to Whiteley Township for a water line extension along Mount Morris Road in Whiteley Township. The remaining balance of $92,017 will go toward the administration of the projects.

The commissioners also approved the submission of a 902 Recycling Grant to the PA Department of Environmental Protection for $350,000. The applications requests $80,000 to replace the Dens-a-can machine that compacts aluminum and steel cans; $50,000 to replace the HVAC; $205,000 to repave portions of the work yard; and $15,000 to repair the recyclables storage shed.

In other action, the commissioners:

n Approved a $39,900 change order from Jesse Fiske for the Greene County Courthouse water infiltration and damage repair work. Repair work includes the seams and gutters, interior water damage and the repair of Courtroom 1’s wall.

n Approved an agreement with EQT for repairs and replacement of Greene County Bridge #46 on Pitcock Run Road in Whitely Township pending solicitor approval.

n Approved a two-year contract with Pictometry International for $43,795.50 per year. The agreement continues the aerial photography library coverage since 2006.

n Agreed to allow Jeff Marshall, chief clerk, and Scott Kelley, county budget director, to explore the option of a $1 million dollar tan loan for Human Services/CYS due to lack of timely reimbursement from the state.

n Approved a resolution authorizing the submission of a $3 million grant application to PA Redevelopment Assistance Capital Program to repurpose the UMWA Career Training Center and a Cooperative Agreement with the Career Training Center, Inc. as recipient of the grant funds.

n Approved the solicitor contract for $18,000 per year with Blane A. Black for the Tax Claim Bureau beginning March 15.
