Commissioners to vote on hiring of accountant
The Fayette County Commissioners will take a vote Thursday on the hiring of an accountant for its Human Services department. The commissioners agreed to vote on the measure during its agenda meeting Tuesday.
The new employee will fill the void left when Tom Williams left after it was determined that he didn’t possess the college degree required for the position.
Regarding the Williams’ situation, Michelle Shumar, director of the Human Services department, said there isn’t currently a written policy for employees and it is needed. Commissioner Sean M. Cavanagh then made a motion that if a position requires a college degree, the applicant must provide official transcripts or they won’t be hired. The motion was approved.
Commission chairman Vincent A. Vicites said they need an employee handbook and procedures listed in the manual.
Shumar had requested a restructuring of her office but Vicites said it was not done by Felice Associates in conjunction with the county pay study. Shumar said she has a small staff that is being asked to manage close to a $10 million budget. She said problems with Williams’ situation resulted in a lot of delays.
Commissioner Ron Nehls, though, said the pay study is finally done two and a half years after it began. “It’s time to cut the rug,” he said.
The commissioners voted to place on Thursday’s agenda a motion to approve a use of force policy dealing with possession and use of instruments of restraint and force. They include handcuffs, shackles, pepper spray and firearms. Before the employees can carry firearms, they must complete a probation/parole officers firearms training program.
Cavanagh said before the juvenile probation officers carry weapons, they must be added to the county’s insurance policy.
In other action, the commissioners agreed to formally act on a number of measures Thursday including:
? Approving several personnel moves for Mental Health/Mental Retardation. They include moving Harry Franks from county fiscal operations officer 2 to county fiscal operations officer 3; granting Leigh Ann Driscol unpaid family medical leave June 7 through Sept. 2; and approving Sheri Bodneck as a clerk typist 2.
? Creating a county park advisory board for the office of Planning, Zoning and Community Development. Vicites spoke out in favor of the proposal, saying that the county parks need a lot of work.
? Renewing existing contracts for pest control and lawn care services for the Children and Youth Services’ building and property. The costs are $20 per month for Safeway Pest Control and $50 per month for Blades n’ Spades. The commissioners also gave Dave Madison, director of the agency, approval to seek quotes for sealing the parking lot and line painting.
? Advertising for the furnishing and delivery of eight electronic fare boxes for installation in fixed route service assigned 26 passenger shuttles. A motion was also approved to advertise for bids for a 14-passenger small transit bus.
? Accepting bids for a low boy trailer for the bridge department and box tuck for the election/bridge departments.
? Deciding the the status of Joe Malispina on the Voter Integrity Board. Malispina, a Democratic committeeman for Washington Township, came under fire for circulating petitions in two township precincts where he did not live.
