Fairchance seeks aid on water projects

FAIRCHANCE – With their latest submission to the Pennsylvania Infrastructure Investment Authority (PENNVEST,) borough officials are optimistic about receiving assistance with much-needed water projects. At Wednesday’s meeting, borough engineer Bruce Chamber said the assorted projects listed in the $562,000 application include waterline replacements and extensions and reservoir repairs. Lines are slated for replacement from Oak Street to Route 857 to Elm Street with an extension from the south side of the borough to Pringle Avenue. The repairs to the municipal reservoirs in Cave Hollow and Asken Hollow include work to the discharge areas

When doing the reservoir updates, Chambers said that the 3,500 feet of main lines leading for the reservoirs to the water treatment plant will be replaced as well. Most of the planned repairs and equipment upgrades for the reservoirs have been on a growing list of mandated changes ordered by the state Department of Environmental Protection.

Moving to other business, councilman Dora Miller announced that the YMCA Day Camp program will be returning to the borough park this summer.

The program was in the borough a number of years ago but was suspended until recently. In the program borough children will be able to participate in daylong activities and events especially designed to keep them active and entertained. Miller said that the program is still in its infancy but will officially start on June 17 and be an all day event, from 9 a.m. to 5 p.m. with supervision provided through the YMCA.

There will be three different sign up dates at the borough building, May 21 from 10 a.m. to noon, May 28 from 5 to 6 p.m. and June 11 from 5 to 7 p.m. Miller noted that the current plan is to have camp last until August.

In other business, council voted to grant water taps to residents on Delvereese Street.

Due to problems in the area of Delvereese with wetland infringement, the borough had wanted to get written release for the taps from both the Army Corps of Engineers and the DEP. However, the Army Corps of Engineers was the only agency that agreed and issued a letter stating that the way had been cleared for the properties to be considered no longer impacting wetlands.

During the meeting, council also conducted the following business:

Announced that the annual Memorial Day parade will be held on Saturday, May 25. Pre-parade line up will begin at 1:30 p.m. at the intersection of Main and Church streets. The parade will start at 2:30 p.m. and travel west on Church Street to Maple Grove Cemetery where an open memorial service will be held at 3:30 p.m.

Voted to have a survey of borough property on Deforest Avenue before having the new borough garage constructed.

Noted that the borough received a letter listing tentative millage rates for 2003. The current adjusted millage rate of 5.513 could drop to 1.330 under the proposed millage schedule.

Approved reinstating the written complaint system for code violations in the borough.
