Authority proceeds with project

WEST BROWNSVILLE – The Center West Joint Sewage Authority has closed a deal to begin the design phase of a project to install new lines and a sewage plant, according to chairman Dan Kendall and solicitor Jack Purcell. “We closed a few weeks ago, and it all went smoothly,” said Purcell. “We now have financing in place for the design phase of the project, and everyone can start working to get the project moving.”

Kendall said the $1,105,000 is available to pay for the design phase, as well as legal fees and other introductory costs for the project.

“The next phase of the project will be construction, and this design phase will probably be completed around the end of next year,” said Kendall. “I don’t think we’ll begin any construction until 2004.”

Engineers say design is very time-consuming and takes a lot of work. Engineer Bruce Chambers explained some of the first steps in the design phase of the project.

“We’ll have photos of the area digitized, which means information will be taken in the photographs and placed into the computer,” said Chambers.

“Then there will be a line graph made out of the photos that will be given to the engineers on the computer so that we can start making up drawings.”

Engineer Bob Bible said he has also given permission for a fly-over to have photos taken.

“We have started the initial phase and should have the first set of drawings and base mapping done by the end of the year,” said Bible.

The authority will discuss further action for the first stage of their project at their next meeting, Dec. 26.
