Horse draws complaints in Upper Tyrone Twp.
UPPER TYRONE TWP. – A horse is causing all kinds of problems in one small township neighborhood. Several residents who live on Municipal Drive near the municipal building are upset because one of their neighbors has a horse in his front yard. The neighbors further claim that the owner has told them if they don’t like it, they can move.
The supervisors spent nearly an hour addressing the horse issue Tuesday. They also tried to answer questions about an alley next to the municipal building that they say has never been open for public use.
Killinger said a decision on the alley in dispute would have to be addressed by solicitor Michael Macko, who was absent from Tuesday’s meeting. Killinger did say, however, that he talked with Macko before the meeting and that Macko informed him that the township doesn’t own the alley.
Supervisor Sam Killinger identified the horse owners as Terry L. and Melissa S. Coughanour. He also said that Municipal Drive residents who are not happy with the horse situation are Diane M. Lewandowski and Cheryn Kasiewicz Cooke.
Cooke and Lewandowski were at the meeting and said they don’t want the horse housed next door to their homes because of the smell the animal would create. They also said they are against the township opening the alley.
Killinger said the Coughanours own more than 2 acres of land and want to build a 20- by 20-foot stable on the lot to house the horse. However, they need the alley opened so they can access their property.
In the meantime, the Fayette office of Planning, Zoning and Community Development issued a document in September stating that the Coughanours have been given “conditional final approval” for a subdivision that includes land development.
In other matters, the supervisors set trick-or-treat for Oct. 27 from 2 to 4 p.m.
