Schiffbauer appointed as South Union board chairman
South Union Township Supervisors shuffled their duties as they reorganized Monday for 2003. Robert Schiffbauer accepted appointment as board chairman, saying he looks forward to making progress on building development in the growing township.
“I think we have made great strides over the years and will continue to do so,” he said.
“I just think we have a very bright future here, and as the board of supervisors, we will continue to make that happen.”
Schiffbauer said the Fayette County Commissioners made a move earlier Monday that would help improve the area, explaining the commissioners passed a resolution to commit funds toward the construction of roadway that would link Wayland Smith Drive to Matthew Drive Extension off of New Salem Road.
“To move that along is a very wise thing the commissioners did today,” he said.
Rock Coville had served in 2002 as board chairman and accepted the appointment this year as vice chairman. They named the remaining supervisor, Tom Frankhouser, as treasurer and fixed the bond for the treasurer at $1 million, reflecting no change from last year. They further named Shauna Frankhouser as secretary and Schiffbauer as assistant secretary.
Schiffbauer, Coville and Frankhouser re-appointed each other the township roadmasters.
Also regarding the reorganization, the supervisors renamed James T. Davis of Davis & Davis Attorneys at Law as solicitor. They kept the retainer of $4,500 but raised the hourly rate from $95 to $100 an hour. They renamed Simon B. John as solicitor for the township zoning hearing board and set his hourly rate at $100, raising it from $95.
They re-appointed Charles Seighman to the vacancy board and agreed to again meet the first Wednesday of each month at 4 p.m. for regular business meetings.
In other business, they gave a pay raise of 3 percent to the township’s code officer, two recreation staff members and the janitress.
The raises amounted to 22 cents for a new hourly rate of $7.42 for the janitress and 21 cents and a new hourly rate of $7.31 for recreation. The code officer’s raise was 48 cents for a new hourly rate of $16.53.
Meanwhile, the supervisors opened bids for the sale of two trucks and the purchase of gasoline and diesel fuel.
The received 11 bids for the trucks. One was a 1981 Ford 2-ton dump truck with 46,936 miles logged. The other was a 1989 GMC 1-ton truck with spreader box and plow and mileage of 5,054.
The supervisors accepted the high bid of $2,777 from Warren Raffle of Ruffsdale for the Ford truck and the high bid of $3,265 from Roger’s Auto of Vanderbilt for the GMC truck.
On the fuel, the supervisors accepted the bid from Freedom Fuel of $18,675 as the combined price for 15,000 gallons of gasoline and 6,000 gallons of diesel fuel. They received three bids.
Further, they re-appointed Melvyn Sepic to the township sewage authority for a five-year term, named Schiffbauer as the township’s representative on a Mon/Fayette Expressway steering committee of the county, voted to install a streetlight on the utility pole at the corner of Morgantown and Mayview streets and renamed Terry McMillen of McMillen Engineering Inc. as township engineer.
They also voted for a change in the allocation of money from the 2001 Community Development Block Grant funding. They agreed to designate $42,000 for a new storm sewer in the Lebanon Avenue area. Schiffbauer said there is a chronic drainage problem in the area.
The money was previously designated for recreation.
