PENNDOT DISTRICT 12 CONSTRUCTION PROJECT UPDATES
All dates are approximate. Projects are weather dependent.
FAYETTE COUNTY
Fayette County Yough Bridge Replacement Project Route 40 (06M) This $25 million -bridge replacement project located in Henry Clay Township, Fayette County and Addison Township, Somerset County. Project begins 600 feet east of the Jockey Hollow Information Center in Fayette County and ends 900 feet east of the Lakeside Road (Township Road 860) intersection in Somerset County. Project length is approximately 0.77 miles. Project involves replacing the existing multi-span bridge carrying U.S. Route 40 over the Youghiogheny Reservoir. The new bridge will be located immediately north of the existing bridge and two lanes of traffic will be maintained on the existing bridge during construction with occasional single lane closures. Contractor is G.A & F.C. Wagman.
Update: No lane closures are expected in the near future. Traffic patterns have been established and appropriate signs placed. Short term lane closures may occur to allow workers safe access to the new structure.
Fayette County Walnut Hill Interchange This $6,704,133.59 project involves work for the completion of an existing partial interchange by adding the two southern ramps to complete the full diamond shaped interchange, new traffic signals at ramp termini, structural repairs, box culvert extension, drainage upgrades, construction of new overhead sign structures, and other miscellaneous construction The project is located in South Union Township, Fayette County, from the existing Walnut Hill Road interchange to the existing Route 40-43 interchange. The construction will limit traffic on Walnut Hill Road to one lane in each direction and minor traffic modifications will be necessary along mainline Route 43-119 northbound and southbound to construct the ramps. The contractor for the project is Joseph B. Fay Company.
Update: Lane restrictions on Walnut Hill road include the westbound lanes being closed and traffic traveling in the eastbound lanes. The Route 19 southbound ramp is also restricted. This restriction includes the ramp being narrowed.
Fayette County Prison Road Luzerne Township Route 4020 (02R) This $2,244,393 project is for pavement replacement and shoulders, resurfacing, removal of railroad abutment, removal of concrete wall and laying back slopes, drainage improvements, guiderail improvements and other miscellaneous construction. Project limits are from approximately 600 east of East Millsboro Road to approximately 1800 east of Arensburg Road. Contractor is Frank Gavlik & Sons, Inc.
Update: Crews are continuing to place combination storm sewer in and cut the slopes.
Fayette County Guiderail Replacement $230,206 project to repair and/or replace guide rail on various Routes in several municipalities throughout Fayette Co. Contractor is Green Acres Contracting of Scottdale.
Fayette County North and South Union Townships Route 40 Improvements (26R) A $2,344,536 project to resurface the roadway from Fan Hollow Road to the Route 119 interchange and widening the north and southbound off-ramps. Other improvements to be made are reconstructing the eastbound approach at the intersection of New Salem Road and Route 40 to include a second left turn lane and extending the intersection s northbound left turn lane. The contractor is A Folino Construction, Inc. from Oakmont.
Update: Construction crews will be placing white topping wearing surface on Route 40 in the area of Route 40 and the Route 119 ramps. This weather dependent work is an around the clock operation and should complete sometime on Friday, August 19. Also Monday evening, August 22, asphalt crews will place a bituminous leveling course on Route 40 from the Sheetz intersection west to Walt’s Tavern. The tentative day for the finished riding surface for this area is the evening of Thursday August 25th.
Fayette County Georges Creek Bridge Route 3007 (A20) This $1,484,983 project on Route 3007 (Rubles Mill Rd) begins at the intersection of Weaver Bottom Road and goes to approximately 1000 feet west of the intersection in Georges Township, Fayette County. The road is closed due to the replacement of the existing arch culvert that carries Rubles Mill Road over Georges Creek. Work began on Monday, March 14, 2005. The bridge is closed and will remain closed for the duration of the project. Motorists should take Route 119 to Big Six Road (Route 3029); proceed along Big Six Road to Route 857. Proceed south along Route 857 to Rubles Mill Road (Route 3007). Detour signs will be in place to guide motorists. The estimated date to complete the project is November 2005.The contractor for this project is Beech Construction Inc. from Carnegie.
Update: Crews have completed placing concrete for wing walls A, B, C, and D. Crews are also backfilling the embankment over the concrete arch system. The backfilling will take approximately one week to complete.
GREENE COUNTY
Greene County Wayne Township Route 218 (08R) This $927,084 project is located south of Waynesburg beginning at the Wayne/ Franklin Township line and extends approximately 1 mile north of the township line. Improvements include: widening, resurfacing, guide rail, drainage improvements and other miscellaneous construction. The contractor is Golden Eagle Construction Co. of Uniontown.
Update: Work will be starting within the next couple of weeks. Work is scheduled to resume after water lines have been installed along the shoulders of the roadway. This project could create minor traffic delays and flaggers will be utilized to help direct traffic through the work area.
Greene County Guiderail Replacement A $356,585 project to upgrade guide rail on various state Routes in Greene County. Contractor is Green Acres Contracting Co., Inc. of Scottdale.
Greene County Interstate 70 and Interstate 79 (13R) This $2,863,469 project is for concrete pavement patching, bituminous overlay, bridge approach slab replacements and pavement grinding on sections of Interstates 79 and 70. The first section of this project is Interstate 79 (north and southbound) between Exit 41 (Racetrack Road) and Exit 45 (Canonsburg). For the first half of this phase, traffic will be restricted to the travel lanes and will switch to the passing lanes during the second half of the project. The second section of this project will be Interstate 70 (east and westbound) from Exit 19 (Murtland Avenue) to Exit 15 (Chestnut Street / US Route 40). The contract also includes concrete patching and shoulder work on Interstate 79 in Greene County from the West Virginia state line to the Mt. Morris area. The contractor is Matcon Diamond, Inc. from Pittsburgh.
Update: Pavement removal from West Virginia State line for 600 feet. Work will be Monday through Friday and will be a daylight operation.
Greene County Route 19 (G10) Whiteley Township Route 19 structure replacements A $2,036,809.48 project to replace four structures on Route 19 in Whiteley Township. The structures that will be replaced carry Route 19 over Phoebe Run, a branch of Dyers Fork Creek, Dyers Fork Creek, and Whiteley Creek. The project begins approximately 5 miles south of Morrisville at Brick School Road and ends approximately 500 feet south of Route 2018 (Kirby Road). The first two structures to be replaced are the ones over Whiteley and over Dyers Fork Creeks and they will be done simultaneously. During construction, one lane of traffic will remain open through the affected work areas. Alternating traffic will be controlled by stop signs that will be placed at both ends of the bridges. The construction of the final two structures over Phoebe Run and branch of Dyers Fork Creeks will begin in June. The project also involves earthwork, drainage, asphalt pavement, shoulders, guide rail, signing, seeding, and mulching and pavement markings. The overall length of the project is 2.8 miles. The contractor for this project is Golden Triangle Construction Company of Imperial. The anticipated completion date of the project is mid August 2005.
Update: Work is currently being done to replace two bridges: one the Lemley Road (TR-588) intersection and one just south of the Kirby Road (SR 2018) intersection. Traffic is reduced to one lane at both work sites. Please drive carefully.
Greene County Temporary Ramps Interstate 79 (001) Perry, Franklin, Jefferson Townships A $1,297,089.15 project for the addition of temporary ramps to Interstate 79 in Greene County: One Northbound and Southbound ramp at the intersection of Route 2026 (Rolling Meadows Road) and I-79 and one Northbound and Southbound at Route 2006 (Davis Town Road) and I-79 and other miscellaneous construction. The contractor is Frank Gavlik and Sons of Charleroi.
Update: Work is progressing on the Southern ramp. The Northern ramp is nearly completed. There are currently no lane restrictions in place on I-79 as a result of this work. Please drive carefully.
WASHINGTON COUNTY
Washington County Route 1030 (B10) Donora Industrial Park A $665,145 project in Donora Borough to reconstruct Scott Street (Route 1030) for approximately ? miles. Work includes constructing a two-lane access road and resurfacing the existing road. Contractor is John Gulisek Construction Co. of Mount Pleasant. The project was let June 3, 2004.
Update: The contractor has competed installing the base drain. Crews will be forming the curb within the next couple of days.
Washington County Route 88 Elco Hill This roadway is temporarily closed until repairs are completed. The scope of the work for this project is to remove the overhanging trees, to lay back the slope in areas of smaller excavation areas and at the area of an ancient landslide which has been mobilized by the wet conditions, to increase the width of the rock fall zone, eliminate rock benches, eliminate the rock fence and replace it with concrete median barrier, so the rock fall zone can to cleaned and maintained without having to remove the rock fence. The roadway will be open to traffic in mid August and will be completed in October. The contractor is Penn Development from Uniontown with a contract bid of $3.3 million.
Update: Excavation of the hill itself is complete. The contractor is proceeding with guide rail installation. The roadway work is on schedule to reopen prior to the start of K-12 schools in the local area.
Washington County Guiderail Replacement A $492,200 project to upgrade guiderail at various locations in Washington County, including South Strabane Township. Contractor is Penn Line Service, Inc. of Scottdale.
Washington County Washington County Traffic Signal Enhancement Route 18 (SIG) This $649,465 project is for traffic signal enhancements and miscellaneous roadway work at seven locations in Washington County. The locations included in this project are Intersection Route 18 / Route 4028 (Bridge Street) in Burgettstown Borough; Intersection Route 18 / Route 4007 (Bavington Road) in Burgettstown Borough; Intersection Route 917 / Route 2030 in Bentleyville Borough; Intersection Route 980 / Route 4012 / Route 4013 in McDonald Borough; Intersection Route 40 / Route 18 (Chestnut Street and Jefferson Avenue) in the City of Washington; Intersection Route 18 / Third Street in the City of Washington; Intersection Route 88 / Mon-Valley Hospital Drive in Carroll Township. Contractor is Traffic Control and Engineering Co. of Pittsburgh. The project will be finished in November 2005.
Update: Crews are currently erecting traffic signal poles at McDonald and finishing the work on the concrete island in Burgettstown.
Washington County Intersection Route 18 / 22 Star Pointe Route 18 10L This $ 1.5 million project is for milling and paving approaches to the intersection of Route 18 / US 22 West bound ramps, widening the West bound off ramp to provide an additional through lane, construct new left turn lane on Route 18 South bound, and signalization of the intersection. A notice to proceed was received on July 14, 2005. The contractor for the project is Mascaro Contracting from Pittsburgh, PA.
Update: Crews are currently performing concrete work on the islands at the intersection of Route 18 / US 22.

WESTMORELAND COUNTY
Westmoreland County Route 22 (B02) Murrysville, Export Borough and Salem Township This $43,877,812.40 project includes the reconstruction of four miles of Route 22 from just east of the Cozy Inn cutoff in Murrysville to the Route 66 interchange in Delmont. It includes construction of four lanes with eighteen foot medians and a two foot concrete median barrier with openings to allow for left turn lanes at intersections. Also included is the installation of a new traffic signal and upgrade of four existing signals. The low bidder is Golden Triangle Construction Company, Inc. from Imperial. Once the notice to proceed is issued, the contractor can start the project. It is estimated that work will start in early spring of 2005 and will take approximately 30 months to complete.
Update: Traffic will be shifted to the widening on the Southern side of the road from Rick’s Sports Bar to the Harrison City Intersection to allow for excavation on the Northern side of the road in this area. Utility line relocation will occur at the Delmont end of the project.
Westmoreland County Norwin Town Square Shopping Center Route 30 (136) A $1,488,556 project to widen Route 30 to five lanes. The project limits are from 700 feet west of the Malts Lane Intersection with Route 30 to 500 feet west of the Robbins Station Road/Center Avenue/ ROUTE 30 Intersection (in front of Hamilton Buick Dealership) in North Huntingdon Township (3,719 feet or 0.7 miles in length). The scope of work includes widening Route 30 to provide a middle turning lane so motorists can make left-hand turns. This section of Route 30 will have a bituminous overlay. New signals will be installed at the Malts Lane and Lincoln Way intersections with Route 30, as well as upgrading the signals at the Route 30/Robbins Station Road/Center Avenue intersection. Concrete curb and gutter will be constructed throughout the project limits as well as new drainage. A hillside along the eastbound lanes will also be graded as part of the overall project improvements. Contractor is Frank Gavlik & Sons, Inc. from Charleroi. This project is tentatively scheduled to complete Nov. 1, 2005 due to utility relocations.
Update: The Contractor has recently completed excavation and stone placement for roadway widening along Route 30 East, Lincoln Way and Malts Lane. Drainage installation is also complete in these areas. As of 8-4-05, asphalt placement for the roadway widening is also complete. Starting on Tuesday, August 8, 2005, construction of the concrete curb/gutter resumed and will continue for about a month. Curb/gutter will be constructed along the Eastbound lanes of Route 30 as well as Lincoln Way and Malts Lane. Please stay alert for concrete trucks entering and exiting the work zone. No traffic interruptions are expected while this work takes place. The work along Lincoln Way is necessary to construct an additional turning lane for motorists traveling north on Lincoln Way and wishing to enter Route 30. Once construction is completed, there will be both a left turn and a right turn lane to enter Route 30 from Lincoln Way. In order to perform the work along Lincoln Way, the exit ramp from Route 30 East onto Lincoln Way South has been temporarily closed. Traffic wishing to enter Lincoln Way from Route 30 East should proceed about 40 feet past the ramp, turning right at the main intersection of Route 30 with Lincoln Way.
Westmoreland County Parnassus Triangle Route 366 (18R) New Kensington and Lower Burrell This $7,259,360.27 first of two phases involves Routes 366, 4087 (Industrial Blvd.) and 4085 (Logans Ferry Road) and will convert a 3-way stop intersection to a signalized intersection. Four through lanes plus dedicated left and right turn lanes are provided. Also included in this project are two bridge replacements, sewer and waterline relocations. The contractor is Plum Contracting Co. from Pittsburgh, PA.
Update: Utilities are continuing to work throughout the project. Utility poles, telephone, gas and waterlines are all being relocated. The contractor is continuing to build the relocated Route 366 (Greensburg Road). Motorists should exercise caution when using the access road to the back entrance of McDonalds and Save-a-Lot. Construction equipment may be crossing the access road at this location. Traffic may be restricted to one lane with flaggers maintaining traffic control. Route 4087 (Industrial Boulevard) is now closed to thru traffic from Fifth Avenue to the intersection with Route 4085 (Logans Ferry Road). The Contractor is installing pipe and inlets on Route 4087 (Industrial Boulevard) while a posted detour is in place. All business entrances will be accessible to traffic. The detour is necessary to construct the new bridge over Little Pucketa Creek. Motorists can expect delays traveling thru the construction zone. A reduced speed limit of 25 MPH is in effect. Please use caution while traveling thru the construction project.
Westmoreland County Tarentum Bridge Road Route 366 (173) New Kensington This $2,954,952.40 project consists of widening Route 366 from three to five lanes, including drainage and guide rail improvements and upgrading three traffi MOREc signals within the project limits and other miscellaneous construction from approximately a point just East of the Tarentum Bridge to approximately a point 600 feet East of the intersection of Route 366 and Leechburg Road. The contractor is Massimo Corp. and work is expected to be completed Dec. 2005. There will be no detours necessary during the work.
Update: The Contractor is continuing with Phase I of tre4he Route 366 (Tarentum Bridge Road) reconstruction. The South side of Route 366 is currently being widened. Access to all businesses will be maintained. Traffic may be restricted to one lane during work hours. Flaggers will maintain traffic control when this occurs. Please use caution when traveling thru the work area.
Westmoreland County Camp Joann Bridge Route 366 (F01) Upper Burrell This $750,567 project is for the replacement of the existing bridge on existing alignment carrying Route 366 over a branch of Pucketa Creek in Upper Burrell. The bridge will be replaced with a box-culvert. Two-lane traffic will be maintained with a temporary run-around. The temporary run-around will run along side the bridge so a detour will not be needed. This will also help keep traffic flowing at a continuous rate. Also included will be a guide rail replacement and drainage adjustments. The apparent low bidder is C.H. & D enterprises from New Stanton.
Update: Minor preliminary construction is currently occurring. Crews are continuing to construct the temporary roadway. Traffic will not be affected.
Westmoreland County Smithton Bridge Route 3031 (A01) This $2.7 million project is located on Route 3031 (Dutch Hollow) in South Huntingdon Township and involves the replacement of two bridges over Smithton Run and the elimination of two other bridges by re-aligning a portion of Route 3031. The project limits are from the intersection of Route 3031 with Route 981 to just south of Interstate 70. The contractor is Beech Construction Inc. from Carnegie. The estimated date to complete the project is late July 2006.
Update: Crews will be pouring and forming the abutment.
Westmoreland County Youghiogheny Street Bridge Route 3077 (E10) (Youghiogheny Street) This $861,282 project is located in Penn Borough, Westmoreland County. The scope of work includes the construction of a new bridge on a relocated alignment. A portion of Route 3077 will be reconstructed and the improvements will be made to the intersection of Route 3077 and Route 4008. Contractor is Gregori Construction and Engineering, Inc. of Sarver.
Update: The closing of Route 3077 (Pennsylvania-Adamsburg Road) continues near the intersection of Route 4008 (Penn High Park Road) for approach roadway work. The detour continues to be in place. The grading of approach roadway along with final drainage will be completed this week. Curb and gutter work, paving, line painting and final guiderail installation to follow.
Westmoreland County Relocating ROUTE 3093/SONY Route 3093 (A01) A $6,781,171 project located from the old Wards warehouse (on old Route 119) south of the Sony plant and ends near the Intermodal weigh station in East Huntington Township. Improvements include the relocation of existing Route 3093 (Old Route 119) that runs between Sony and American Video Glass, a new roadway surface, shoulders, guide rail, pavement markings and drainage. This road follows the existing central road and an abandoned railroad line. At times during construction, there may be minor traffic control with flaggers and lane closures. Contractor is The Lane Construction Corp. of Meriden, CT. The project is expected to be complete in September 2005.
Update: Route 3093 (Central Road) from the existing Route 3093 to the ABB Plant in North Huntingdon Township, Westmoreland County is closed. The closure is in place so that crews can reconstruct the roadway. The length of the project is approximately of a mile. The road will tentatively reopen on Friday, September 30, 2005.There is a detour in place to assist motorists. The detour consists of using the relocated Route 3093 and following the signage.
Westmoreland County Guiderail Replacement $884,600 project to upgrade guiderail on various Routes in Westmoreland Co. Contractor is Penn Line Service of Scottdale.
Westmoreland County Interstate 70 Rostraver Township This project is located on I-70 between Exit 41(Belle Vernon/Monessen) and Exit 42 (North Belle Vernon). The project will include concrete patching and replacement of bridge approach slabs. The contractor will also perform profile grinding on the concrete in order to provide smoother riding surface. The contractor performing the work is John Guilsek Company located in Mt. Pleasant.
Update: All work has been completed.
Westmoreland County – 12-05-SI5-2 County Wide A $2,664,834 project to resurface various roadways throughout Westmoreland County. The Routes include Route1046 in Ligonier Township Work includes roadway improvements including limited base repair, milling, paving and pavement markings. Route 1021 in Ligonier Township – Work including base repair, paving and pavement markings. Route 271 in Fairfield Township- Work includes inlet improvements, base repair, milling, paving, pavement markings and roadway pavement markers. Route 31in Mount Pleasant Township – Work includes joint repair, paving and pavement markings. Route 711 in Cook and Ligonier Township – Work includes base and joint repair, paving and pavement markings.
Update: Route 271 – Drainage work is continuing. On Tuesday, Aug. 16, roadway milling and base repair and paving are scheduled to begin. There will be multiple work zones which will be flagger controlled with single lane closures during daylight operations. Expect possible traffic delays. Paving operations are underway on Route 1046 and Route 1021 in Ligonier Township. There will be flagger controlled single lane closures during daylight operations. Please heed flagpersons when entering from side streets.
