Zoning board approves counseling service

The Uniontown Zoning Hearing Board approved a special exception for an outpatient psychological counseling service at 15 Locust St., which is zoned for residential use. Board members voted unanimously Thursday in favor of Tracy L. Lee’s petition for a special exception to operate the counseling service.

Lee of Farmington told board members that she’s been a counselor for 17 years and she primarily counsels children, but has some adult clients.

She said she is a licensed counselor and most of her referrals come from schools.

Aside from a psychologist who will work there two days a month, she said she will have no other employees.

Patients will be seen in downstairs offices and the second floor will be used to store records, Lee said.

Uniontown code enforcement officer Myron Nypaver said based on the size of the building the city’s zoning ordinance requires Lee to have two off-street parking spaces for clients and one for employees.

Board Chairman Rich Lee said off-street parking is require for businesses in residential areas.

Nypaver said the parking spaces have to paved within a year.

He said he would inspect the building and tell Lee what work has to be done to comply with the Americans with Disabilities Act, zoning ordinance and building code.

The approval was contingent upon Lee meeting all those requirements and obtaining a signed and notarized lease agreement with the building owner, Joe Lucas of Uniontown.

In other business, the board continued a hearing into petition from Pierce Hardy Outdoor Advertising for permission to erect a permanent billboard at the corner of East Main Street and Stewart Avenue to Sept. 15 at 4:30 p.m. Pierce Hardy requested the continuance.

The board also said it would send a letter to city council requesting the appointment of two people to the board to fill vacancies created by the resignations of Fred Dobek and Bud Hunt.
