Local man jailed

CALIFORNIA – An unregistered Megan’s Law offender turned himself in Wednesday after an investigation by California police. After several home searches by borough police and local constables, Arthur L. Dowler Sr., 38, who has a last known address of 477 Pike Run Drive, Daisytown, turned himself in to Magisterial District Judge William Pelkey. Dowler is charged with two felony counts of failure to provide verification under Megan’s Law and summary charges of criminal trespass.

Borough police initially received information from the state police Megan’s Law unit that Dowler, a known sexual offender registered under the law, had moved from his listed address and had not re-registered and identified his new address to the state police within 10 days of moving, as required by law.

An investigation by California police, in cooperation with Washington County Children and Youth Services, revealed that Dowler had lived in three locations in Washington and Fayette counties over the past 45 to 90 days. Addresses where police believe Dowler had occupied include 303 Jefferson Ave., West Brownsville; 1217 California Terrace, California; and 559 Waters Lane, East Millsboro.

He was arraigned and lodged in the Washington County Jail in lieu of $10,000 cash bond. A preliminary hearing was scheduled for 11 a.m. March 9.
