Sewer line plan for Thompson nearly ready for submission

REDSTONE TWP. – The plan for new sewer lines in Thompson, as well as along Route 40 and Route 166 is nearly ready to be submitted to the state for approval. Don Reho, the engineer for the Redstone Township Sewer Authority, said the Act 537 Sewage Facilities Plan for those three areas has been prepared and will be submitted to the state once letters are sent out to various state and local agencies for their input.

“It’s the first step toward getting funding,” Reho said.

Meanwhile, Reho said, the authority has received notification from Rural Utility Services, the government funding agency for the sewerage projects, that the Herbert-Filbert portion of the township sewerage project is moving through the system for potential funding. The authority anticipates starting that project within three to five years. It should take about a year to complete.

In other matters, certified public accountant Jeffrey McCue presented the authority with the 2004 audit, which he said was a clean audit with an unqualified opinion. McCue said the audit showed monthly billing up by about $15,000 a month from 2003 due to a mid-year rate increase. There was also a reduction in administrative, operations and maintenance costs. McCue said administrative costs were down by $13,900 from 2003 and operating costs were down by about $37,000. McCue said the decreases were primarily due to decreased professional fees including lower engineering costs for the year.

McCue stated that the cash-flow audit shows a need for $19,400 each month to repay RUS for construction loans. During 2004 McCue said, the authority needed to use $21,000 from its reserve fund to meet the loan obligation.

“In 2005, from a cash-flow point of view, we should be in a little better position,” McCue said.

The Redstone Sewer Authority is now doing the invoicing for the Colonial Joint Sewer Authority, which will also help with the cash flow in 2005 and will help the authority build its reserve fund.
