Authority awards contract for Brownsville wharf project

The Fayette County Redevelopment Authority awarded a $228,631 contract to a local company for phase three of the Brownsville Riverside Wharf project. Board member voted unanimously Tuesday to award the contract to the low bidder, New Atlas Development and Construction of New Salem.

Maccabee Industrial of Belle Vernon submitted the only other bid, which was $337,430, Authority Executive Director Andrew P. French said.

The authority received only one bid initially, but re-advertised the project and received two bids, he said.

Project manager Jim Rabatin said the contract calls for improving the road leading to the dock, which was built in earlier phases; installing a floating dock, laying a walkway to the dock area, making the dock more accessible to Gateway Clipper Fleet boats, installing security cameras, spraying a four-inch layer of a cement-like material on deteriorated railroad bridge supports and placing wharf signage on the supports.

French said money for the project came from a $125,000 federal Housing and Urban Development grant obtained through U.S. Rep. John Murtha, which the Department of Conservation and Natural Resources matched dollar for dollar.

However, there was not enough money to award a supplemental contract for improvements to a parking lot for boaters across High Street from the wharf, he said.

New Atlas’s supplemental bid was $183,627 and Maccabee’s was $162.772.

The authority awarded a contract for resurfacing 2.5 miles of streets in Luzerne Township.

A.C. Moyer Co. of Lemont Furnace received the contract based on its low bid of $124,811.

French said most of the streets are in the Hiller area and Murphy Road is also included.

Three other companies submitted bids ranging from $144,714 to $154,957.

The authority also awarded a $39,900 contract to D.T. Construction of Dunbar for phase one of the Crystal waterline extension project in Springhill Township.

Two other bids submitted for the project were $42,767 and $47,575.

All the bids were well below the estimated project cost of $58,940.

The work includes replacing 1,400 feet of water line to benefit 30 households and installing fire hydrants, French said.

In other business, French said he will review proposals received for three other projects and will make recommendations to the board at the July 12 meeting.

One is for preliminary engineering for the Matthew Drive extension project.

French said the authority agreed to pay for the service and is working with the Pennsylvania Department of Transportation and the Pennsylvania Turnpike Commission on the project.

The second proposal is to design a street improvement project in Brownsville.

The third proposal is completion of the third and final phase of infrastructure installation at the Fayette County Business Park. Money to pay for the work will come from a $2 million grant obtained by Gov. Ed Rendell and a local match, French said.
