Authority contracts for North Gallatin Avenue plan

The Uniontown Redevelopment Authority contracted with a Pittsburgh firm to develop a revitalization plan for the North Gallatin Avenue area through the state’s Elm Street program. Authority board members voted 3-0 Tuesday in favor of awarding a $24,000 contract to Mullin and Lonergan Associates.

The city council received a $25,000 grant from the state to develop a neighborhood improvement plan and to apply for additional grants to implement the plans. The council appointed the authority to administer the planning process.

Representatives from Mullin and Lonergan attended last month’s meeting of the Gallatin Avenue Concerned Citizens and explained how the Elm Street program works.

They said the concerned citizens group has to form a non-profit organization so it can apply for future grants and accept donations.

The organization will have to come up with ideas to promote the area as a desirable residential neighborhood, demolish abandoned and neglected houses, renovate nicer homes, perform streetscape improvements and build new single-family homes and duplexes.

If the state approves the plan, the organization would be eligible for up to $300,000 in annual grants to carry out the plans for the next four years, according to Mullin and Lonergan.

Authority Director Mark Yauger said Mullin and Lonergan will be paid $24,000 for their planning services, and the $1,000 remaining from the grant will pay for a required audit.

He said the firm’s first goal will be to help the concerned citizens’ group form a non-profit organization.

The concerned citizens will meet today at 6:30 p.m. in American Legion Post 51 on North Gallatin Avenue.

In other business, the authority approved paying the city $14,574 for demolishing condemned homes at 71 and 73 Millview St.
