Police charge Scottdale man on harassment allegations
A Scottdale man faces several charges on allegations he left sexually explicit pictures of himself in places where they would be found by women he was allegedly harassing, state police reported. Police charged 54-year-old James Edward Fulmer with harassment, loitering and prowling at night, criminal mischief and disorderly conduct.
According to police, Fulmer allegedly left photographs of his genitalia at various locations in South Huntingdon and East Huntingdon townships and Scottdale and Smithton boroughs between 2000 and 2005.
Police said they believe Fulmer harassed at least 16 Westmoreland County women during that time period; however, police noted he has been positively identified in only three cases to date.
In certain instances, police alleged Fulmer left threatening messages with the pictures. Police further alleged he also harassed some of the women by destroying their personal property, slashing vehicle tires and blowing up mailboxes.
Fulmer’s preliminary hearing on the charges will be held at a later date.
