Jeff-Morgan hires new elementary principal

When school starts this Monday, returning elementary students in the Jefferson-Morgan School District will be greeted by a new principal. Last week, the school board hired Samuel S. Silbaugh as elementary principal at a starting annual salary of $58,000.

Silbaugh previously worked as a middle school science teacher in the district for about eight years before leaving the district to accept a position as assistant middle school principal in the Mount Lebanon School District.

The school board chose Silbaugh, who holds a bachelor’s degree in earth and space science and a master’s degree in education, from several applicants.

As for other matters, the board voted Aug. 14 to advertise for members to serve on a local tax study commission.

New legislation known as Special Session House Bill 39 requires districts to form tax study commissions to advise school boards in regards to taxes, making recommendations as to whether the school board should either raise the earned income tax, which would tax workers’ earnings, or create a personal income tax, which would tax everybody in the district.

If the commission would recommend a shift from an earned income tax to a personal income tax, new legislation requires the decision then be placed on a referendum so taxpayers can vote on the move.

Commission members are required to be a taxpayer of the district and cannot have a relative who is an employee of the school district or a member on the school board, according to the new legislation.

The legislation requires school districts to have at least a five-member commission in place by Sept. 14.

In unrelated matters, the school board hired several athletic coaches and accepted the resignation of Darin Bayles, who served as wrestling coach and assistant football coach.
