Council maintains property tax rate

SOUTH CONNELLSVILLE – South Connellsville Borough Council wrapped up another year of business Monday in adopting a 2007 budget with no property tax increase and by reappointing Guy Napolillo to a second, five-year term on the municipal authority. Napolillo’s term expired this month.

Council also introduced a transfer tax ordinance for real estate transactions in the borough as requested by the Fayette County Recorder of Deeds office.

Solicitor Richard Bower said the update was necessary for the borough to continue collecting real estate transfer taxes.

Council agreed to hold a special meeting at 4 p.m. Dec. 27 to adopt the ordinance in addition to adopting a separate ordinance for the 2007 real estate tax levy.

The final and balanced spending plan calls for $360,850 in revenue and expenses, while taxes will remain at 2.5 mills. One mill generates about $49,535 for the borough.

The budget also includes a $152,700 garbage fund and $78,470 in a special street fund for liquid fuels.

Under the general fund, the borough anticipates to receive $90,000 in local taxes, $20,000 in cable franchise fees and $84,000 in transfers from other funds such as garbage and the municipal authority.

Aside from the budget, council agreed to continue conducting business the second Monday of each month. Council will hold an executive session at 6:30 p.m., followed by the regular meeting at 7:30 p.m., with the exception of Veterans Day, when it will be held Nov. 13 instead.

In other business, council announced that its garbage hauler would pick up newspapers and recycling on Dec. 27 because of Christmas.

Council also agreed to purchase the final bronze plaque needed for the Honor Roll at a cost of $170 after applying the remaining $400 for the project awarded through a previous grant.
