Washington man waives assault charges to court

All charges filed against a 28-year-old Washington man who allegedly assaulted two Smithfield men on July 5 were waived Thursday to Fayette County Court. Timothy Ryan Bowser of 360 Duncan Ave. was charged with robbery, aggravated assault, simple assault, burglary and theft before Magisterial District Judge Randy Abraham after he allegedly attacked the men outside their Smithfield home, police said.

Frank Black, 81, and his son, John Black, 53, had just returned to Frank Black’s residence when the incident occurred.

According to trooper James Pierce, Frank and John Black pulled into the driveway of Frank Black’s home at 6 War Branch Road around 9 a.m. and noticed a green car parked in the driveway.

According to Pierce, Frank Black approached the residence and Bowser struck him in the right side of the face just below his eye. Frank Black fell and struck his head from the blow. John Black tried to aid his father and was stabbed by Bowser in the right shoulder with a screwdriver.

Pierce said Bowser had stolen 17 firearms from Black’s home – including rifles, shotguns and muzzleloaders – as well as some cash.

Frank Black underwent extensive treatment for facial lacerations, facial factures and a brain injury suffered in the attack, police said.

Bowser remains in the Fayette County Prison on $100,000 bond.
