Two banned from school district
Two men have been ordered to stay away from California Area School District property, students and staff in separate and unrelated court cases. Washington County Judge Paul Pozonsky signed an order Thursday releasing Carl Marshall, 54, of California on a recognizance bond on the specific condition that Marshall not return to district property and have no contact with district personnel. Pozonsky also ordered Marshall to undergo a psychiatric evaluation.
Marshall had been in the Washington County Jail after violating bond conditions set by magisterial district judges Larry Hopkins and William Pelkey that required him to stay away from the district property.
Marshall is awaiting a hearing in Common Pleas Court on charges of criminal trespassing and disorderly conduct after he stood in the school driveway stopping parents who were bringing their children to school and passing out political literature.
He previously had been ordered off district property except for legitimate business involving his children who are students in the district.
A second man on Thursday waived his right to a hearing before Pelkey on charges of criminal trespassing and disorderly conduct for allegedly stalking members of the California Area High School girls volleyball team in October.
Ronald Mikush, 48, of Venetia, agreed to 12 months probation.
Pelkey also ordered him to receive psychiatric counseling. Pelkey said Mikush remains on $25,000 straight cash bond on each of the two charges against him.
Pelkey also ordered Mikush to stay away from school district property.
However, Mikush still faces resisting arrest, disorderly conduct and criminal mischief charges in connection with an incident at Pelkey’s office.
Centerville Borough Police said they were called to Pelkey’s office at 10:30 a.m. Jan. 4 after Mikush caused a disturbance in the courtroom.
After Pelkey ordered officers to take Mikush into custody on an increased bond, the defendant resisted arrest, injuring the officers during a struggle and knocking three holes into the courtroom wall.
The officers brought Mikush under control with pepper spray.
