Cumberland awards contract

CUMBERLAND TWP. – Township supervisors awarded a $281,064 contract to A.C. Moyer Co. of Lemont Furnace on Monday for paving streets in Nemacolin. Bids for the paving project were opened at a special meeting held April 2.

Money to pay for the project will come from Community Development Block Grants from 2005, 2006 and this year.

In another road-related matter, the supervisors awarded an asphalt contract to Golden Eagle Construction of Car-michaels, even though its per-ton bid of $49 was higher than a $40-a-ton bid from Hanson Aggregates of Connellsville.

However, Hanson’s bid included an escalator clause that would have allowed the company to raise the price, said William Groves, chairman of the board of supervisors.

“You could award it today and have a higher price tomorrow,” Groves said.

Supervisors awarded a $1.52-a-gallon road oil contract to Russell Standard of Bentleyville.

In unrelated business, the supervisors gave final approval to placing the William Cree farm and the James Willis farm into the state’s agricultural security area program.

James Willis and William A. Cree agreed to place their combined 582-acre farms into the program, which protects farmers from nuisances, such as noise complaints, concerning their farming operations and helps shield farmers from losing their land through eminent domain proceedings.

The Greene County and township planning commissions recently approved creating the security area for the farms.

The supervisors also approved sending Supervisor William H. Nicholson to a dirt and gravel road training program held by the Westmoreland County Conservation District in Greensburg on May 30 and 31.

Groves said taking the class will make the township eligible for grants that would be used to help maintain a dirt road that has been damaged by landslides.

The supervisors also sold an out-of-service 1979 Ford Crown Victoria police car to William Lewis for $400. He submitted the highest of three bids for the car.
