County commissioners award $670,751 bridge replacement contract
WAYNESBURG – Greene County commissioners unanimously awarded a $670,751 contract Thursday to replace a Harkins Run Road bridge in Jackson Township. The existing single-lane steel truss bridge will be replaced with a two-lane concrete box beam bridge, county maintenance director Kevin Gray said, after the commissioner’s meeting.
Chief county clerk Gene Lee said 13 contractors submitted bids for the project.
The bids ranged from the low bid, submitted by Mingo Creek Construction of Eighty Four, to $1,110,463, Lee said. The contract was awarded to Mingo Creek Construction.
Gray said work would begin in the late spring or early summer and take about three months to complete.
A temporary “run around” would allow traffic to keep flowing during construction so a detour would not be needed, he said.
The bridge carries the road over Jobe Creek.
Pam Snyder, chairwoman of the commissioners, said the state would reimburse the county the entire cost of the project.
The commissioners awarded an unrelated contract for improvements at the county prison.
Montgomery Technology Systems of Greenville, Ala., the lone bidder, was awarded the contract that totaled $82,762 with the addition of two options.
The base bid of $53,547 was for a new intercom system and a computerized touch screen system to operate door locks.
The first option was for $23,116 for 15 new security cameras.
The second option was for $6,099 for a “watch tour point” system that will require guards to enter a several-digit code at various checkpoints in the prison.
Lee said the county received a $100,000 grant that will cover the cost of the work.
In other business, the commissioners approved changing an election-polling place in Gilmore Township from the Jollytown Community Center to the township building.
The commissioners also approved salary and personnel changes.
The position of project manager was created in the economic development department and Jonna Knapik was hired to fill the position at an annual salary of $30,000 effective Jan. 28.
Carol Gooden was promoted to audit director in the controller’s office at $22.64 an hour, effective Dec. 31.
Nick Wise was hired as an auditor in the controller’s office at a starting wage of $17.05 an hour, effective Jan. 18, and his pay would increase to $18.48 an hour on April 18 upon successful completion of his probationary period.
JoAnn Kelley was hired as a temporary full-time assistant in Magisterial District Judge Lou Dayich’s office at $11.78 an hour with no benefits.
She was hired to replace a worker who is off due to injuries suffered in an auto accident, Snyder said.
Hourly wage increases effective retroactively to Jan. 1 were approved for all union employees in accordance with their contracts.
Employees represented by the Service Employees International Union will receive raises of 50 cents, jail employees 45 cents and employees represented by the United Mine Workers of America 75 cents.
The commissioners accepted the resignation of Ryan Thompson from his job as a casual corrections officer, effective Dec. 14, and promoted three casual corrections officers to full-time corrections officers. The three are Glen Balaban, Richard Adams and Jonathan Cummings.
Four casual corrections officers were hired at $75 a day and one of them already resigned.
Lucas Abbadinni, Brian Tennant, Dale Piper and Tanya Bissett were hired effective Jan. 15 and Bissett resigned Jan. 16.
Lisa Caputo resigned from her job communication specialist in the economic development office effective today.
Several personnel moves in the human services department were also approved.
Caseworker Sue Virgili resigned effective Dec. 6, Rachel Harris returned to her social service aid job effective Jan. 14, with a 50-cent-hourly pay raise after a leave without pay, and Cathy Ziefel resigned from Children and Youth Services effective Jan. 14.
Sheila Barger was reappointed to the Industrial Development Authority board and Commissioner Archie Trader was appointed to replace Judy Gardner on the Greene County Fair Board.
Snyder was appointed chairwoman of the salary board and retirement board. Commissioner Dave Coder was appointed vice chairman of both boards. Controller Dave Balint was appointed secretary of the retirement board and Trader secretary of the salary board.
Coder was appointed chairman of the election board and Trader vice chairman.
