Bullskin Township supervisors adopt budget

BULLSKIN TWP. — Supervisors adopted a tentative and balanced budget Wednesday of $1,177,567 that will hold the line on taxes for 2012.

Under the balanced spending plan, taxes remain at .459 mills with one mill generating $240,000.

For a property assessed at $100,000, taxes would roughly cost a homeowner $46 per year.

The tentative budget was approved by supervisors Walter “Deb” Wiltrout, chairman, and Scott Keefer, with Bill Geary absent.

According to tentative figures, the bulk of expenses includes $335,0000 for wages, $85,000 for salt and ashes, $60,000 for firemen, $60,000 for new township equipment, $45,000 for road repairs and $40,000 for equipment repairs.

The township will also pay $132,384 for employee health insurance, $42,900 for union pensions and $22,750 for non-union pensions coupled with $28,700 for added social security and Medicare.

The salary for the office clerk is $26,500; tax collector, $6,100; and solicitor, $8,500. Costs for general government expenses totaled $45,000.

As far as revenue, the borough anticipates to collect $525,000 in earned income tax as well $120,000 in property taxes.

Additional revenue included $260,277 for liquid fuels, $85,000 from franchise fees and $42,500 from foreign fire insurance.

In an unrelated matter, supervisors adopted a resolution for applying the use of Community Development Block Grant funding for 2011. Wiltrout said the township received about $114,000 this year.

Supervisors also adopted an amendment to an ordinance dealing with earned income tax to bring it into compliance with Fayette County’s ordinance designating one tax collector per municipality.

Turning to other business, supervisors heard from Brad Gillott, member of the Bullskin Township Volunteer Fire Company, regarding a discount food sale fundraiser on Dec. 10 at the fire hall.

Gillott said the sale includes foods such as meat, cheese and dairy products as well as case products and potatoes from Ray’s Meats of Greensburg that will be offered at a cost of 50 percent less than sold in grocery stores.

Gillott added purchases would start 11 a.m.
