Authority to create rule for sewer taps on empty lots

?BULLSKIN TWP. — Customers of the Bullskin Township/Connellsville Township Joint Sewerage Authority requesting an inactive sewer tap be installed on a vacant lot will be required to pay the actual construction cost.

The authority this week adopted the a form for service to vacant lots with the intent to determine the construction cost next month.

The form will become part of the authority’s rules and regulations.

“This sets the user costs and the ground rules up for who’s paying for what now and in the future,” said Glenn Wolfe, vice president of Widmer Engineering of Connellsville.

According to the form to be filled out and signed by the property owner the construction cost is not the connection fee.

The form further states that, “the property owner will be charged the full connection fee when service is requested and the construction fee will be the standard fee at the time service is provided.”

Under the guidelines, the connection fee will be the standard fee as per the authority’s fee scheduled at the time service is provided.

Additionally, the form states the property owner will not be charged the monthly sewer rate until service is requested and a connection permit is obtained from the authority.

Wolfe noted the sewer taps would be capped until service is provided.

“I can see the advantage,” said Pat Stefano, authority chairman.

In an unrelated matter, the authority heard from Bob McCandless who is involved in developing a subdivision in Meadow Drive in Bullskin Township regarding additional lots that need water and sewer service.

The authority approved a construction agreement last month stating that sewer service was available for three lots that are still under construction.

Once the lots are completed, the developers plan to have the authority take over a 400-foot sewer line extension.

Turning to other business, the authority learned from Julie Paull, office manager, that 903 customers were billed for June at a cost of $43,774 that resulted in a five percent delinquency.

The authority also agreed to hire Jeffrey J. McCue Co. of Connellsville to conduct the 2010 audit at a quoted price not to exceed $5,200.
