Perryopolis council discusses runoff problem

PERRYOPOLIS — Perryopolis Borough Council on Wednesday discussed trying to rectify a storm water runoff problem at a residence on Palonder Lane.

The problem was brought to council’s attention by Councilman Tom Kmetz, chairman of the road committee.

Kmetz said the property owner’s yard is being flooded because there are no drains to catch storm water runoff in front of his residence.

Kmetz said he met at the property earlier this week with a representative of K2 Engineering Inc. of Uniontown, the borough’s engineer.

While K2 provided council with photographs and a letter on what needs done to correct the problem, the firm did not provide a cost estimate.

According to Kmetz, the borough would need to install two culverts estimated at $650 each, while the property owner has agreed to pay for the pipe.

The culverts would be paid for with liquid fuels tax money, of which $46,000 remains in the borough account

Councilman Paul Black stressed concerns over legal ramifications with the state’s storm water management program and having to go across private property to install the culverts.

Solicitor Sam Davis said K2 needs to provide the borough with a drawing of where the pipes would go on the property and an estimated cost.

Davis added the property owner also would have to sign an easement in the event the borough would need to maintain the pipe in the future.

“He’s williing to do what it takes to correct it, but he can’t go on borough property and we can’t go on his property,” said Kmetz.

In an unrelated matter, council awarded a $26,838 contract to A.C. Moyer Co. of Lemont Furnace to blacktop Janet Street from Hutchinson Trailer park to Quaker Church Road in accordance with specifications from the state Department of Transportation (PennDOT).

A.C. Moyer was the lowest of two bidders for the project. El Grande Industries of Monessen submitted a bid of $33,600.

Council also agreed Wednesday to repair a sidewalk in front of Perryopolis United Methodist Church on Independence Street at a cost of $1,500.

Council also heard from state police Lt. Harry B. Keffer III, station commander for Troop B, Belle Vernon, who said incidents in the borough have decreased since the state police and the Perryopolis Police Department are working together.

Council also held a brief executive session for payment from Fayette Waste of Waltersburg, its garbage hauler, for the first quarter of 2012.

Davis said council was not taking any formal action at this time, but is hoping Fayette Waste pays promptly.
