Perryopolis’ tentative budget for 2013 would keep tax rate steady
PERRYOPOLIS — Borough council on Wednesday approved a tentative budget for 2013 that does not include a property tax increase.
Revenue is projected to be about $692,240, with expenditures at about $665,835, leaving a fund balance of $26,405. The 2012 budget had revenue of $545,509 and expenditures of $540,881.
“We are not in great shape,” said council President Ron Lombard, “but we are in so much better shape than we’ve been in past years that I thought we were rich.”
Lombard attributed the projected increase in expenses to rising insurance and utility costs, among other fixed costs. He said revenues have kept pace with expenses.
The tentative budget will be on display for public comment starting Thursday. The budget will be presented for adoption at the council’s meeting on Dec. 12.
Under the tentative budget, the millage rate would remain unchanged at 3.701.
In other matters, council approved the promotion of police Officer Jason Hayes to corporal, effective Dec. 1.
“Officer Hayes has demonstrated his abilities in leadership, knowledge of his job and being professional towards the public,” police Chief Roger Beadling stated in a letter to council.
Lombard said Hayes would not be paid more because of the promotion, but he would receive a salary increase when the police force gets a pay raise next year, pending adoption of the proposed borough budget. All part-time officers would receive a 3 percent raise, which amounts to 35 cents an hour.
In other business, council:
n Approved a motion to purchase a backhoe for $30,000 from Perry Township. The money to pay for the backhoe will come from a $30,000 loan through First Federal Savings Bank.
n Announced there will be Christmas festivities between 2-4 p.m. Sunday, Dec. 16, at the borough building. Santa Claus will be present to pass out treats and spread Christmas cheer.
n Approved a motion to allow residents to burn leaves and brush from dawn to dusk on Saturdays until the end of the year.
