Waynesburg man accused of possessing child pornography

State police have accused a Waynesburg man of possessing child pornography.

Police allege that Samuel Chip Barclay, 23, downloaded multiple photos and videos of child pornography.

The criminal complaint said the files were allegedly downloaded on Sept. 24, 2013 from an undercover agent serving with the Southwest Computer Crime Task Force.

Police executed the search of Barclay’s personal computers Dec. 11 at his residence on North Woodland Avenue.

Police allege that during the search, they discovered several videos of suspected child pornography. Among these videos, police said, there were videos young girls removing their clothes in front of web cams as well as an anime (cartoon) video of a young girl engaging in sex acts with an adult. Police said there were more than 300 images of containing suspected child pornography.

According to court documents, Barclay is charged with two counts of disseminating photo/film of child sex acts, two counts of child pornography and criminal use of a communication facility.

Barclay’s preliminary hearing is scheduled for Nov. 17 before Magisterial District Judge Lou Dayich. He is free on $25,000 unsecured bond.
