Uniontown man arrested for exposing himself to children at bus stop

A registered sex offender faces charges after allegedly standing naked in the window of his Uniontown home multiple times while elementary school children waited for the bus.
Uniontown police charged Richard Lee Harbaugh Jr., 47, of 60 Lincoln St., with indecent exposure, disorderly conduct, corruption of minors and open lewdness following a report from a Uniontown Area School District bus driver who caught Harbaugh on film.
According to the criminal complaint filed by Officer Mike Garrow, a school security employee saw Harbaugh standing in an upstairs window of his home on April 21 at 12:35 p.m. when the children, ages 6 to 10 years old, were being dropped off.
The next morning, a 7-year-old girl riding the bus told bus driver Joe Ritz, “Ooh, that man’s in the window naked,” the report states, and all the children turned to look. Another 10-year-old also said she witnessed Harbaugh’s alleged nudity as she was getting on the bus that morning.
Harbaugh was allegedly sighted again the following morning, this time by Ritz. When Ritz saw Harbaugh the next morning, which was Friday, he snapped a photo.
Ritz reported the incidents to his supervisor, who then contacted police, according to the complaint.
Garrow and Officer Delbert Griffith went to Harbaugh’s home that day to question him. Harbaugh reportedly told the officers he didn’t know why they were there, and then they showed him the photo from the bus depicting him nude in his bedroom window.
Harbaugh reportedly asked if it’s against the law to be naked in his own bedroom.
Garrow’s report reflects that he told Harbaugh, “No, but it is a problem when you purposely stand in front of your window naked at specific times coordinated with children getting on and off the bus.”
Harbaugh is a Tier III offender under Megan’s Law, meaning he must register with authorities quarterly for life. Records show he last reported in February.
He was arrested in 2009 after coercing a 9-year-old girl he encountered at a graduation party in Springfield Township to “play doctor.”
Police said he pretended a plastic lei from the party was a stethoscope and inappropriately touched the girl’s chest. He also allegedly told the child to shut her eyes, and had sexual contact with her. Harbaugh reportedly admitted to police that he touched the girl, and made the girl touch him.
He pleaded guilty to indecent assault and corruption of minors and was sentenced to 5 years probation in 2010. The term of his probation would have expired Thursday; however, Senior Judge Gerald R. Solomon issued a detainer for Harbaugh and the county’s adult probation office has filed a motion to revoke his probation.
If Solomon grants the revocation motion, he could sentence Harbaugh to prison for violating probation.
