Elizabeth Twp. to hold public meeting about controversial zoning map change

ELIZABETH TWP. — Several residents continued to voice their opposition to commissioners regarding a proposed zoning map change and tax amendment that would allow a natural gas-fired power plant off Smithdale Road.
Chicago-based Invenergy plans to build a 550-megawatt combined cycle gas-powered plant.
Elizabeth Marshall, a resident of Elizabeth Township, is against building a power plant in a residential area that borders the Youghiogheny River.
“If this power plant is built, we could lose our environmental and recreational resources,” said Marshall, during the board of commissioners’ monthly meeting Monday evening. “That would greatly diminish our quality of life.”
Another resident who identified himself as “Moose” worries that the proposed power plant could lower the real estate value of his house.
“I moved to the country because I wanted my kids to grow up there,” he said. “Now you want to put a power plant in my back yard. What will my house be worth if this happens?”
Solicitor Matt Racunas assured residents that all their opinions will be heard by the board.
“We welcome you to attend a public hearing on Sept. 12, starting at 6 p.m. at the municipal building,” he said. “This is such a hot button issue that I want everyone to give their input. That will help the board to make the best decision.”
According to Invenergy, the Smithdale power plant could create at least 300 construction jobs and employ 21 full-time staff.
Also, during the meeting, board members shared their thoughts about a proposed ordinance regulating the keeping of chickens in residential areas.
“I have mixed feelings about this kind of ordinance,” said Commissioner Paul Saxon. “I realize that some people may want to raise their own eggs. But it’s also a proven fact that chickens and other small animals attract predators such as coyotes. We have to err on the side of caution. We can’t take this lightly.”
Added Commissioner Robert Rhoderick, “I’m not big on telling people what to do, but we should have some regulations regarding keeping of chickens.”
After further discussion, the board agreed that residents will not be permitted to keep more than five chickens. In addition, residents who keep chickens will not be permitted to keep roosters or sell eggs.
The board still needs to determine the size of chicken coops. Racunas will prepare a draft of the ordinance amendment before the township holds a public hearing. The board will then vote on the ordinance at a future meeting.
In other action, the board:
n Promoted Adam Blake, Kyle Deppen and Jamie Evans to the rank of sergeant for the Elizabeth Township Police Department, effective Monday.
n Approved a tentative Police Department Agreement with Teamsters 205; and renewed a contract for a school resource officer with the Elizabeth-Forward School District for the 2017-18 school year.
