UNIONTOWN Animal cruelty: Uniontown police charged Adrian Ross, 34 and Rachael Ross, 36, both of Roscoe, with animal cruelty and neglect after they traced dogs that were running loose to their former home on Evans Street in Uniontown on Nov. 18. State police on Monday filed a third set of charges against a Carmichaels man who is accused of defrauding dozens of customers. Brian Roy Kozy, 41, faces felonies of deceptive business practices, receiving advance payment for services and failing to perform and theft by deception. Previous criminal complaints had accused Kozy of using his Seal-Rite asphalt business to accept money from 15 people for work he never finished. The Fayette County Community Action Agency (FCCAA) announced they have received $900,000 in federal funding to continue supporting a reentry program for inmates being released from the county jail. “This will go toward employing a state certified adult education instructor, so we’ll be able to offer GED classes at the jail,” said FCCAA Senior Resource Consultant Jessica Hajek-Bates. The funding, through the Bureau of Justice Assistance, is $300,000 yearly for three years. The grant will also pay for two full-time career pathway counselors who will work with inmates on their re-entry plans.
