Kula is best qualified candidate
The Herald-Standard and its editorial board deserve our thanks for their attention to the issues facing voters in the upcoming primary election.
Of interest was the series of articles concerning the 32nd Senatorial District race and in particular, the April 24 story about the candidate’s views on property taxes and the state employee pension problems.
State Rep. Deberah Kula, D-North Union Township, proved to have a comprehensive understanding of the complications of the taxation and funding difficulties facing our school districts and the impact of the various proposals on our students and the taxpayers. Her clear, analytical thinking and knowledge of the depth of the problems provided us with a strong insight into her qualifications.
Ms. Kula was correct in her statements about the issues raised by House Bill 76. The proposal would have replaced most property taxes with additional sales taxes and an increase in personal income taxes (PIT). We do need property tax relief. However, in addition to her considerations, one other item should be noted (the proverbial “devil in the details”.)
Rep. Kula’s statements about the (school employee and state worker) pension problem being a debt problem were impressive as well. The problem has its roots back in about 2002 when the retirement fund was solvent and performing well. Among other actions, the state legislators lowered the contribution rate for school districts and the state, while maintaining the current contribution rate for employees. The result is an underfunding of the pension system and the current debt problem.
Currently, Senate Bill 76 is a similar bill to shift the funding of public education from property taxes to alternative funding sources. However, the same items of concern put forth in defeating House Bill 76 are true for Senate Bill 76 as well. While compromise solutions are possible, it does not adequately nor equability fund the educational needs of our students.
We need to be represented by strong local leaders in Harrisburg who understand the infinite details of the legislation process, who possess the ability to analyze the details of each proposal, and who are willing to take action to protect the interests of the residents of the 32nd Senatorial District. Ms. Kula fits all of these requirements!
