Washington teenager charged in shooting

Washington police have charged a teenager as an adult in connection with the shooting of a man multiple times Tuesday morning.

Tristan Lassic, 16, of Washington, faces felony charges of attempted homicide, aggravated assault and escape, as well as misdemeanors of possession of a firearm by a minor, prohibited possession of a firearm and reckless endangerment.

According to the criminal complaint, Lassic shot Rashard Carter multiple times near Lassic’s home at 47 Shannon Ave. Carter’s age and address were not provided in court documents.

Police were called to Shannon Avenue at about 1:30 a.m. Tuesday, but found Carter near the intersection of East Hallam Avenue and Ridge Avenue. Charging documents state that Carter had been shot in the back three times and his shirt was soaked in blood.

Carter was initially transported to UPMC Washington Hospital and then flown to UPMC Presbyterian Hospital in Pittsburgh.

According to the complaint, investigators interviewed Carter at the hospital. Carter told police he became involved in a physical altercation with Arthur Mull, which led to Lassic opening fire.

The suspect had fled the area by the time police arrived at 47 Shannon Ave., the complaint states. While searching the property, officers found a shell casing in the backyard.

Court records state Lassic had an ankle monitor from Washington County juvenile probation. Investigators said the monitor had been cut off and was found in Lassic’s bed with a large knife next to it.

There is an active warrant for Lassic’s arrest.
