Two more Charleroi parents charged for poor living conditions

Charleroi police charged two more parents who were living with their children in a building without running water or sewage.

Lucner Joseph, 43, and Navilia Norazier, 40, were each charged last week with felonies of endangering the welfare of children.

Joseph and Norazier were living at 515 McKean Ave. with their four children. It is the same building where 40-year-old Jackson Alexis and 27-year-old Roldy Noel were living with two children. Their children were allegedly using a bucket to go to the bathroom.

According to the criminal complaint, the building was recently condemned and police were “conducting a follow up.”

Charging documents state that officers found Norazier in another apartment at the building. However, they shared a kitchen and bathroom with Alexis and Noel.

According to the complaint, the families also shared the same bucket which police found contained urine and feces.

Joseph and Norazier’s children range in age from 4 to 13 years old.

Police first became aware of the living situation on Feb. 21, when Alexis’ daughter called police and reported that her father was “dead.” Police found Alexis face-down but alive, and he said he had fallen over trying to get something for his infant son.

Charleroi council President Paul Pivovarnik said the borough’s code enforcement officer was immediately notified after police became aware of the situation.

“They did check the building; they did condemn the building,” Pivovarnik said.

Pivovarnik referred further questions about the case to the local police department.

It was not immediately clear where the children are currently staying. Charleroi police did not return a phone call seeking additional information.

Both Joseph and Norazier were arraigned Friday evening before District Judge Charles Tenny, who sent them to the Washington County jail on $25,000 bond. Tenny arraigned Noel last week and also set her bond at $25,000.

Alexis, who was arraigned by District Judge Joshua Kanalis, is being held at the Washington County jail without bond. Online court records indicate that Kanalis denied bond due to Alexis not being a citizen and lacking employment.
