Multiple people arrested in North Strabane prostitution sting

North Strabane Township police arrested five people Friday after an investigation into local spas suspected of prostitution.

Officers executed search warrants on Thursday afternoon at Jin Spa, 142 McClelland Road, and Wan Spa, 2215 Hill Church Houston Road. Charging documents describe Jing Wang and Walter Mock Jr. as the “organizers and principals” of the alleged illicit businesses.

Wang, 53, and Mock, 59, both of North Strabane, each face felony charges of corrupt organizations, dealing in proceeds of unlawful activities, criminal use of a communication facility and promoting prostitution.

Also charged are three employees who police accuse of performing sex acts on undercover officers in exchange for money. They are Ying Luo, 52, of Houston, and Yan Miao, 51, and Saizhu Ouyang, 49, both of North Strabane.

According to the criminal complaints, the investigation began Oct. 1 as a result of multiple tips and officers observing “a high volume of male patrons coming to and from both spas.”

Charging documents state that Mock owned multiple vehicles registered to both himself and Wang. Officers surveilled Mock and saw that he transported workers between both spas. He also allegedly retrieved the mail at both locations on a near-daily basis.

On Nov. 5 an undercover officer received a massage from Wang. According to the complaint, she performed a sex act on the officer and then requested a tip.

Ouyang, Luo and Miao are all accused of similar activity. The three are each charged with a felony of being an employee of corrupt organizations and a misdemeanor of promoting prosecution.

Ouyang and Luo also face a misdemeanor of indecent assault. Court records accuse both of not asking permission before beginning to perform sex acts on undercover officers.

According to police, the investigation is ongoing and neither spa is currently operating.

Except for Mock, those charged in the case are Chinese nationals. All five were arraigned Thursday evening before District Judge Eric Porter.

Porter denied bond to Wang, Ouyang, Miao and Luo. Online court records indicate the women pose a “significant flight risk” and may be subject to detainment by Immigration and Customs Enforcement.

Mock’s bond was set at $100,000 bond. Those charged are incarcerated in the Washington County jail. A preliminary hearing is scheduled for 2:15 p.m. Feb. 4.
