A Philadelphia man accused of arranging another man’s death was arraigned Friday and sent to Westmoreland County jail without bond. Tuan Minh Dang, 47, is accused of hiring someone to kill Boyke Budiarachman in the parking lot of a Rostraver Township shopping plaza on Nov. 5, 2022, at the behest of Keven Van Lam.
