Charges were filed Monday in Greene County against two men accused of raping a child in incidents spanning several years. James Riley, 27, and William Riley, 23, are accused of molesting a girl in Morgan Township starting when she was 7, when all three were juveniles, she told police. She reported the alleged incidents in 2022. She said William Riley had assaulted her and forced her into sexual acts over a four-year period starting in 2013, she told state police. James Riley had also forced her to touch him and perform other acts, telling her he would hit her if she did not comply, the complaint said. A Rices Landing man is accused of forcing a child to undress and taking photos and videos of her over a period of several years. William Wilson, 38, is charged with filming a sexual act, corruption of minors, endangering the welfare of children, indecent assault and indecent exposure. The incidents took place when the child was between 3 and 7, she told state police in July 2025. The child told her guardian she had been experiencing traumatic flashbacks to the events, according to the criminal complaint. Wilson had yet to be arraigned as of Tuesday afternoon.
The Cecil Township Board of Supervisors adopted a comprehensive ordinance governing the installation of solar energy systems in the township during a Monday night meeting, concluding more than six months of work and public hearings.
