A South Carolina man is accused of defrauding a Greene County couple of $2,400 while posing as an asphalt contractor. Johnny Carroll, 43, of North Augusta, S.C., faces charges of financial exploitation of an older adult and theft by deception. Both were filed with Judge Thomas Ankrom Tuesday afternoon. Carroll allegedly approached Anetta and Thomas Neff in the driveway of their home in Morgan Township on Aug. 10. Carroll claimed to be affiliated with D.B. Paving, which had paved her driveway the previous month, according to court documents. The Monessen School District will delay the start of its school year until Sept. 8 as a "precautionary measure" after fungal growth was found on water-damaged building materials in several areas of the middle school/high school. In a post on the school district website, Superintendent Dr. Robert Motte said the district will "complete necessary building maintenance and ensure a safe, fully prepared environment for our students and staff."
